Project Acceleration

PB offers the expertise and resources necessary to develop project-specific strategies to help accelerate—and maximize—your ability to secure stimulus funds. PB can help you advance your projects in a number of ways.   

Project Readiness

  • Assess which projects meet stimulus package requirements
  • Identify preventive maintenance activities that are eligible and meet effectiveness measures
  • Conduct project readiness assessments
  • Prepare accelerated categorical exclusions, environmental re-evaluations, and other environmental studies to position new projects for potential additional stimulus funding
  • Assist in any required updates of TIPs and fiscally-constrained transportation plans including expediting conformity analysis (MPOs and DOTs)

Expedited Procurement Strategies

  • Streamline procurement processes and compress timelines
  • Identify opportunities for provisional approvals
  • Assist with turnaround of design, bid review, construction reviews and other items needed for letting
  • Develop strategies (such as advanced bid packages for procurement of materials), provide oversight, and help manage processes
  • Prepare PS&E packages
  • Develop special provisions and A+B+C incentive contracts that include sustainable construction practices
  • Support project acceleration through design-build procurement
  • Advance development of preliminary design and procurement documents, including scope and design-build performance criteria and evaluation processes
  • Provide quality control (QC) services to design-build contractors

Project Implementation Support

  • Perform a program management role to support accelerated project delivery, scheduling, tracking and management
  • Provide or supplement construction oversight
  • Assist with accelerated permitting

Financial Analysis and Management

  • Conduct cash flow and other financial assessments based on accelerated reimbursement
